د. رضا عبد السلام: ما فعلته إثيوبيا في سد النهضة “جريمة مكتملة الأركان” تهدد الأمن المائي لمصر والسودان

حذّر الدكتور رضا عبد السلام، أستاذ الاقتصاد والعلوم السياسية بكلية الحقوق ومحافظ الشرقية الأسبق، من خطورة ما وصفه بـ”الجريمة المكتملة الأركان” التي ارتكبتها إثيوبيا في بناء وتشغيل سد النهضة، مؤكدًا أن الممارسات الأحادية لأديس أبابا في الملء والتشغيل تمثل تهديدًا مباشرًا للأمن المائي والاقتصادي لكل من مصر والسودان.
وقال عبد السلام إن إثيوبيا ضربت بعرض الحائط اتفاق إعلان المبادئ الموقع عام 2015، واستمرت في عمليات الملء من الأول حتى الخامس دون تنسيق أو اتفاق ملزم، وهو ما تسبب في كوارث مائية خطيرة تمثلت في غرق مساحات واسعة من الأراضي السودانية وانهيار بعض المنازل والسدود، بجانب تعريض مصر لحالة من “عدم اليقين” في حصتها التاريخية من مياه النيل.
وأضاف أن السعة التخزينية الضخمة للسد والبالغة 74 مليار متر مكعب تُعد “قنبلة مائية” موجهة ضد شعوب المنطقة، مشيرًا إلى أن فتح إثيوبيا لتصريف كميات هائلة من المياه تجاوزت 750 مليون متر مكعب يوميًا أدى إلى فيضانات غير مسبوقة داخل الأراضي السودانية، وأجبر مصر على فتح بوابات السد العالي بالكامل لتفادي انهياره.
وشدّد محافظ الشرقية الأسبق على أن الأمر لا يمكن أن يمر دون موقف حاسم، داعيًا إلى:
1. توثيق الأضرار التي لحقت بالشعبين المصري والسوداني بالصوت والصورة.
2. تكثيف الحملات الإعلامية الدولية لعرض حجم الكارثة على الرأي العام العالمي.
3. اللجوء الفوري إلى مجلس الأمن باعتبار أن ما قامت به إثيوبيا يمثل تهديدًا مباشرًا للسلم والأمن الدوليين، وليس مجرد نزاع إقليمي.
كما أكد الدكتور رضا  عبد السلام أن مصر والسودان لا يمكن أن يبقيا رهينة لقرارات فردية تصدر عن القيادة الإثيوبية، مشيرًا إلى أن “الضرر تحقق بالفعل”، وأن المجتمع الدولي مطالب بوقف هذا الخطر قبل أن يتحول إلى كارثة إنسانية واقتصادية شاملة.
واختتم حديثه بدعاء أن يحفظ الله مصر والسودان من أي شرور تهدد استقرارهما المائي والغذائي.

Dr. Reda Abdel Salam, a professor of economics and political science at the Faculty of Law and the former Eastern Governor, warned of the danger of what he described as “the complete crime of pillars” committed by Ethiopia in building and operating the Renaissance Dam, stressing that the unilateral practices of Addis Ababa in filling and operation represent a direct threat to the water and economic security of eachFrom Egypt and Sudan.Abdel Salam said that Ethiopia struck the wall an agreement to announce the principles signed in 2015, and continued to fill the first to fifth without coordination or agreement, which caused serious water disasters represented in the sinking of large areas of Sudanese lands and the collapse of some homes and dams, as well as exposing Egypt to a state of “uncertainty” inIts historical share of the Nile water.He added that the huge storage capacity of the dam of 74 billion cubic meters is a “water bomb” directed against the peoples of the region, noting that the conquest of Ethiopia to drain huge amounts of water exceeding 750 million cubic meters per day that led to unprecedented floods inside Sudanese lands, and forced Egypt to open the gates of the entire dam to avoidIts collapse.

The former Eastern Governor stressed that the matter could not pass without a decisive position, calling for:

1. Documenting the damage to the Egyptian and Sudanese peoples with sound and image.

2. The intensification of international media campaigns to display the size of the disaster to international public opinion.

3Immediate resort to the Security Council, given that what Ethiopia has done is a direct threat to international peace and security, and not just a regional conflict.

Abdel Salam stressed that Egypt and Sudan cannot remain hostage to individual decisions issued by the Ethiopian leadership, noting that “the damage is actually achieved”, and that the international community is required to stop this danger before it turns into a comprehensive humanitarian and economic catastrophe.

He concluded his speech with a supplication that God will protect Egypt and Sudan from any evils that threaten their water and food stability.
