وأجاب المستشار الدكتور أحمد كرم النجار:
إن الدولة بعد الثورة كانت بحاجة  مشاركة فعلية من كل فئات الشعب في الانتخابات، ولذلك كان يجب  فيه تمثيل حقيقي. ومن هنا اتعمل قانون مجلس النواب سنة 2014  قسم المجلس نص فردي ونص قوائم، لكي يكون كل فئة  ليها فرصة في الترشح.

ولماذا  اتجهت الدولة لنظام القوائم بشكل أساسي؟
وأجاب المستشار الدكتور أحمد كرم النجار:
كي يضمنوا تمثيل المرأة بنسبة 25% لأنها بتواجه صعوبة كبيرة جدًا في الفردي، بالإضافة إلى أن  الشباب اللي ماعندوش قدرة مالية رغم إن عنده أفكار وطموح، وبالإضافة آيضا الأقباط  نسبتهم قليلة. فالقائمة بتضمن تمثيل لكل الفئات دي.

كيف يتم توزيع القوائم؟
وكيف يتم اختيار المرشحين على أي أساس؟

القوائم أربع على مستوى الجمهورية، في قوائم 100 مقعد وقوائم 42 مقعد. ونسب تمثيل الشباب والأقباط محددة داخل كل قائمة. وفي النهاية الأحزاب بتكوّن ائتلافات، وكل حزب بيبقى ليمثل وبيختاروا الناس اللي  ذات القدرة على الحشد وبتظهر في المؤتمرات.

بالنسبة للمرحلة الأولى من الانتخابات السابقة  لماذا حدث اعتراضات كتير؟
وأجاب المستشار الدكتور أحمد كرم النجار:
كانت المشكلة في الإشراف القضائي، لأن الدستور حدده لحد 2024، وبعض لجان الفرز لم يوجد  فيها قضاة من القضاء العادي أو مجلس الدولة، وتم الاعتماد على هيئة النيابة الإدارية وهيئة قضايا الدولة. ومع تعليمات اللجنة العليا بعدم تسليم محضر الفرز للمرشحين حصلت شكوك عند الناس، رغم إن الأصوات الحقيقية هي هي ولم يوجد  تزوير فعلي.

وما رائيك  ما هو  الأفضل للناس؟ نظام الفردي أم نظام القائمة؟

الفردي  قد يرضي الناخب الذي يريد أختيار شخص من الدائرة بعلمه، أما القائمة فبتمثل الدولة كلها وبتضمن تمثيل عادل لكل الفئات  التي لم يحالفها الفوز  في الفردي. فالنظامين مكملين لبعض.

لابد  الناس تفهم المنظومة الأول. لم يوجد احد لشراء أصوات يمثل الدولة. الهدف إن كل فئة في المجتمع لابد أن يكن  لها  صوت وتمثيل داخل البرلمان، 

وجميعنا تصبح يد واحدة في أي استحقاق دستوري.
